ChangeUs helps you contact the government officials who have jurisdiction over a concern you describe, and sends your message from your own email account. That design means two things you should understand before you use it: your message is processed by third-party AI services in order to find the right officials and draft the text, and the message is delivered from your address, so the recipient sees your real email address and whatever you put in the message.
This policy describes what we actually collect and do — not what we might do someday.

We do not knowingly collect information from anyone under 13.
When you connect your Google account, ChangeUs requests one Gmail permission: gmail.send, which allows the application to send email on your behalf.
ChangeUs's use of information received from Google APIs adheres to the Google API Services User Data Policy, including the Limited Use requirements. Specifically, we do not transfer or use Google user data for serving advertising, and we do not use Google user data to develop, improve or train generalized AI or machine-learning models. Your message content is sent to AI providers only to produce your own draft, as described in section 3, and those providers are contractually directed not to train on it.
Finding the right officials and drafting your message are done by third-party large language model providers. To do that, the text of your concern, your location, and your name are transmitted to those providers. We currently use, depending on availability:
We use these providers' API services, under terms that direct them not to train models on submitted content. We cannot guarantee the behaviour of a third party, so the practical advice is simple: do not type anything into ChangeUs that you would not want processed by an outside AI service.
AI output can be wrong. Officials and contact details we return may be inaccurate or out of date, and drafted text may contain errors. You are shown the recipients and the full message before anything is sent, and you are responsible for reviewing both.
Every ticket has a visibility setting that you control:
Visibility affects this website only. Regardless of the setting, the official receives your message from your own email address and can see your real name and address. Correspondence with a government body may also be a public record under state or federal law, which is outside our control. You can change a ticket's visibility at any time from My Tickets.
We do not sell or share your personal information, and we do not use it for cross-context behavioural advertising.

A message already delivered to an official cannot be recalled by us. Deleting a ticket removes it from ChangeUs, not from the recipient's mailbox.
Traffic is encrypted in transit with TLS. Google OAuth tokens are encrypted at rest. Access to production systems is limited to personnel who need it. No system is perfectly secure, and we do not claim otherwise — if we discover a breach affecting your personal information, we will notify you as required by law.
Wherever you live, you can:
California residents have rights under the CCPA/CPRA to know, delete, and correct personal information, and to be free from discrimination for exercising them. We do not sell or share personal information as those terms are defined by the CCPA, so we do not offer a “Do Not Sell or Share My Personal Information” opt-out — there is nothing to opt out of. EU and UK residents may also request portability and may lodge a complaint with their supervisory authority.

ChangeUs maintains a database of government officials and their public, work-related contact details, compiled from public records, official websites and automated research. This covers people in their official capacity, not private individuals. If you are an official or a staff member and information about you is wrong, or you want your contact details removed, email privacy@changeus.org and we will correct or remove it.
We use cookies that are necessary to keep you signed in, and — where analytics and advertising are enabled — cookies set by Google for measurement and ad delivery. You can block cookies in your browser, though sign-in will not work without the necessary ones.
Officials' contact pages and other links lead to sites we do not operate. We are not responsible for their content or privacy practices.
We will post any changes on this page and update the date above. If a change materially affects how we handle your personal information, we will notify you before it takes effect.
