Dear Councilmember Harmon, On September 30, 2026, the City of Santa Barbara announced that water, wastewater, trash, and recycling rates for Fiscal Year 2027 took effect on July 1, 2026, following a four-year rate schedule adopted by the City Council on June 25, 2024. Additionally, a $25 returned payment fee will be assessed if a payment is returned for any reason, applicable to all payment types, including paper checks, ACH transfers, and credit or debit card payments. This change can significantly impact residents, especially those on fixed incomes or struggling to make ends meet, as it adds an extra financial burden. As a resident of Santa Barbara who pays taxes here, I'm concerned about how these changes will affect our community. Many residents may not fully understand the implications of these new rates and fees. I believe there should be more transparency about these changes and better communication from the City Council to ensure that all residents are informed and can make necessary adjustments. What is your position on these utility rate increases and the new returned payment fee? Will you advocate for more outreach and clarification to residents about these changes?
